Cell Tower Meeting Scheduled Tonight


Tonight, Thursday, June 16th, is yet another hearing by the Bloomfield Zoning Board at 7:30 PM in the Bloomfield Municipal Building, At least two more meetings will be necessary to decide whether the Township of Bloomfield will grant a zoning variance to allow the building of 120 foot cell tower, "disguised" as a flagpole in our neighborhood. Cell Tower Meeting Now Scheduled for Thursday, March 10



Based on the nearest existing cell tower at Watchung Ave at the Garden State Parkway, I've imagined the future appearance on Bay and Broad St. from two vantage points in Brookside Park. Because of the lower location, the proposed 120 ft. tower will be about twice as high. (Click on photos to enlarge) More comments can be found on Baristanet.

Application of T-Mobile Northeast, LLC. as Applicant and O’Boyle Realty as Owner for a use variance, minor site plan approval and any such other relief that may be required from the Zoning Ordinance of the Township of Bloomfield to construct a new monopole for wireless telecommunications, in a Neighborhood Business B-2 zone on premises known as Map 29,Block 792, Lot 27 better known as 551 Broad Street.

New Years Cheers for Our Volunteers!

In the 13 years my wife and I have lived in Bloomfield, we've gotten to get to know an amazing number of residents who have devoted much of their free time to making our town a better place to live. None receive a dime for their services. Some work on a variety of boards and committees. Many keep a low profile while others act as gadflys, standing up at public meetings expressing their heartfelt feelings and asking important questions about what still needs to be done. Here, in no particular order, are our top 10 nominations:

 Gary Iacobacci is a former councilman who has managed the political campaigns of many successful and unsuccessful local candidates. He has played a leading role on many groups including the Rec Committee, Library, and Bicentennial Committee.

 Michelle Davidson has planned and managed most of the major Bicentennial events this year. She is the newest member of Oakside Mansion's trustees.

Jeff Coltenback is the owner of Paradise Pets who trains and rehabilitates dogs with several rescue groups.  His efforts to adopt Memphis, the pitbull, have unified thousands of animal lovers from the Bloomfield area and beyond in a campaign to challenge Board of Health policies at Bloomfield's animal shelter. Their petition to the Council and Board of Health collected over 47,000 signatures.

Pat Gilleran is retiring from chairing the Open Space Committee, possibly as a result of her outspoken comments at Council meetings. She is best known for speaking up at meetings of the Council, Planning Board, and Board of Health meetings with the documented results of numerous Open Public Record Act(OPRA) requests.

Karen Banda co-founded the town's most popular unofficial Facebook page, "Save the Bloomfield/Bukowski Shelter" in 2011. With over 6700 fans, the site started as a vehicle for maintaining adequate funding for the shelter, but evolved into a communication center for the dozens of volunteers fired by Director Karen Lore early last year. Although the needs of her ailing mother kept her from attending public meetings, she has remained active online.

Carlos Pomares is a college history professor who ran unsuccessfully for council in 2010. He joined the parking authority and quickly made alliances with other members to challenge the existing majority. He has also been a member of the Historic District Review Board, and the Collins House Preservation Committee. An antique car buff, Pomares participated in most cruise nights.

Rich Rockwell who also ran with Mr. Pomares for council, got involved in a neighborhood zoning dispute to the extent that he wound up joining the Zoning Board. He has rescued and restored hundreds of historic photographs for the Historical Society of Bloomfield -- making most of them available to all on their website. He also presented a virtual tour of the old Morris Canal before leading two walking tours on the Canal route.

Susanna Sotillo founded the Halcyon Park Neighborhood Association and has been secretary for the Bloomfield Neighborhood Association Committee. She has also been on the Planning Board for 12 years where she is often a minority voice against out of control developments.

Mary Shaughnessy chairs the most active board in town: the Board of Education -- the only board that requires an election campaign. She is now working to resolve problems concerning overcrowding in our schools and deals with questions from teachers and parents alike at the BOE's biweekly meetings.

Maria Probst led her neighbors along with other concerned residents in a six month long battle with the Zoning Board to prevent T-Mobile from constructing a cell tower at the corner of Broad and Bay. Although T-Mobile has withdrawn their application and the "No Cell Tower signs are down -- for now, she has persuaded the Council to consider a new wireless ordinance by speaking up at many Council and Planning Board meetings on this and other issues. Maria has also done an amazing job of alerting her extensive network of residents to forthcoming Council and Board agenda items as soon as they are made public,

Of course, there are hundreds more neighbors that deserve recognition and our appreciation.  Feel free to add your own names and become a volunteer in 2013!

Cell Tower Opponents Speak Out at Zoning Board Meeting




The monthly meetings of Bloomfield's Zoning Board rarely see more than a handfull of residents in attendance. On March 10, About 180 residents of Bloomfield and Glen Ridge braved the biggest rainstorm of the winter to voice their opposition to T-Mobile's application to install a 120ft cell tower at the intersection of Broad And Bay Streets. Since this was the first board meeting for most attendees, ZB President Ed Michalski and the Board attorney spent much of the 3 hour meeting explaining the process and answering questions from residents.

A dedicated Facebook page has also been set up to share updates on the issue. the It is now anticipated that at least 3 monthly meetings will be required to allow residents to question T-Mobile's experts and voice their concerns. The next meeting will be on April 14th.

Unofficial Exhibits Share Stage at Zoning Board Hearing on Cell Tower Proposal



It will be at least two more months until the residents can formally present their case in opposition to T-Mobile's proposed cell tower, but photographic evidence of the Broad and Bay site's problems was posted around the meeting room.

Cell Tower Proposal Withdrawn

T-Mobile 's attorney has notified the Bloomfield Zoning Board that they have withdrawn their application without prejudice. Here is the letter submitted to the Bloomfield Zoning Board:
Re: T-Mobile Northeast LLC, variance application, 551 Broad St.

Dear Chairman and Board members:

I have been authorized by T-Mobile to advise you that the Applicant desires to withdraw
this case, without prejudice. Obviously, this will render the October 20, 2011 hearing
date moot.

On behalf of T-Mobile, I would like to thank the Board as well as its staff and
professionals for their attention and consideration of this application.

The Bloomfield Zoning Board will still hold a special public meeting on Thursday October 20, 2011 at 7:00pm Bloomfield Town Hall - 2nd Floor to discuss the cell tower.

T-Mobile Still Undecided on Cell Tower Plan, But ZB May Force the Issue on Thursday


The attorney for T-Mobile, James Pryor, has again requested the Bloomfield Zoning Board carry T-Mobile’s application to build a 120-foot monopole on the corner of Broad Street and Bay Avenue for “one last time.”
In a letter to the board dated September 9, 2011, Pryor stated that T-Mobile is “still evaluating this site based on current circumstances,” and requested that the Board schedule a special meeting to address the application on either October 13 or October 20, 2011, as the regular Zoning Board meeting agenda on October 6 is already full. Applicants requesting a special meeting of the board are required to pay for the expense of the additional meeting.
T-Mobile will provide legal notice for whichever date is selected, and the applicant will be prepared to either provide testimony at the meeting or request dismissal of the application at that time. The letter also waived the time constraint on the board to act on the application to October 31.

However the leader of the neighborhood residents opposed to the tower spoke with the secretary of the Bloomfield Zoning Board to confirm the Baristanet report. She reaffirmed that that T-Mobile is required to appear this Thursday September 15, 2011 at 7:30pm Bloomfield Town Hall to let the Zoning Board know whether they choose to proceed with the application.

Tuesday 5:PM Update:
Bloomfield Zoning Board Attorney confirms that that Mr. Pryor, attorney for T-Mobile will not be at this meeting and that the letter sent to the Zoning Board on September 9 will be read into record. A Model Proposal to Control Cell Towers

At this weeks conference meeting, Bloomfield's town council agreed to update a township ordinance on wireless communication.


The motion, put forth by Bloomfield Residents for Responsible Wireless Communications, Maria Probst and Sandra Cummins, calls for a wireless communication system that reflects up-to-date technology as well as a design that is aesthetically pleasing and has a carefully considered “fall zone” to protect citizens. There was no such zone in T-Mobile's plans to erect a new cell phone tower last year near the corner of Bay and Broad Street.

Probst and Cummins concluded that there must be a 120-foot fall zone around any wireless communication structure. They have written an extensive report on the issue, noting that Bloomfield's current Wireless Communication Ordinance was adopted over 10 years ago and is no longer viable.

The Mayor and council voted 6 to 0 on first reading for Nick Joanow's proposed ordinance to be reviewed by the Planning Board.

A small group of concerned and dedicated Bloomfield residents came together to write the proposed ordinance. Extensive research was done on other municipalities’ wireless telecommunication facilities ordinances across NJ the US to determine the best practices for a policy that would hold up under legal scrutiny. Their overriding challenge "was to make sure that in writing it we did not violate the 1996 Telecommunications Act by making it impossible for cell towers and other telecommunications facilities to be built."

Clerk Louise Palagano stated that "The Council will pass a resolution on Monday, March 5th sending it to the Planning Board as well as introduce the ordinance. At some point, the Planning Board will send it back to the Council “as is” or with recommendations.

Big News Regarding Thursday Cell Tower Meeting

T-Mobile has requested an adjournment to the Zoning Bord hearings
until September 30th 2011 (July/August/September). Essentially it is
an indefinite adjournment. The only reason given is that "T-Mobile is
presently reviewing certain issues related to this application"

What this means is when T-Mobile is ready to come back in front of
the Zoning Board they will have to re-notice everyone again, including
the ad for the newspaper. It will be read in to the record on Thursday
July 16th, either through Mr. Pryor (T-Mobile's attorney) in person,
or a letter will be read in to the record.

At this point we do not know if the Zoning Board will vote to reject
the application on Thursday because of this adjournment.

Mapping T-Mobile in Bloomfield



Last night's Zoning Board Meeting introduced T-Mobile's RF Expert, Joseph Minio, who used a battery of GIS Maps(click on map to enlarge) and overlays to show the need for atan additional tower Broad and Bay Streets . My favorite punchline came in response to a resident's comment that T-Mobile's website map suggests great reception for the area in question. Medio's response was essentially that their website was designed to promote their service to consumers or as Steve Colbert might have tweeted: #notintendedtobefactual, The pink area in the map indicates weaker cell reception.
An excellent summary of the evening's highlights can be found on Baristanet. In the comments section, Pat Gilleran, from Bloomfield's Open Space Fund, echoes the Town Administrator's suggestion that an alternative site might be found on Liongate. If it has to go anywhere, this may be the best alternative. At least two more meetings will be needed to address this issue.
